The 92130 Zip Code, formerly known solely as Carmel Valley, now encompasses eight communities: Carmel Country Highlands, the core of Carmel Valley which includes North and South of Del Mar Heights Road, Del Mar Mesa, Rancho Pacifica, Pacific Highlands Ranch, Torrey Del Mar and Vicinity and Torrey Hills. One of the newer zip codes in the city of San Diego, the area lies near Interstate-5, Del Mar and just a short distance from the ocean. The easy access from I-5 and SR-56, combined with the family-friendly lifestyle, has made it a favorite residential location for people who love living on the coast but don’t want to pay Del Mar and La Jolla prices.

Development of the residential areas began in 1983, and there are now a variety of luxury homes, condominiums and apartments available. There are approximately 16,000 homes and condos, and the residents are executives and professionals who often work in nearby Sorrento Valley’s high-tech and bio-tech firms. In total there are approximately 5,783 attached condominiums and 10,098 single family detached homes in 92130. Most of the jobs in the area are in research, medical and business centers. Due to the proximity of the University of California and Scripps Medical Centers, staff and students live here, attracting the activities of intellectuals:
movies, plays, galleries, great restaurants, shops, and night life.

92130 has become a new legal power hub and center for business services. At least two dozen law firms are now clustered along the High Bluff Drive and El Camino Real, making the 92130 zip code a premium locale that encompasses some of the priciest office space in San Diego County. Many of the new law offices represent satellite operations for large firms with hundreds of attorneys in offices nationwide and even overseas. The big law firms moving into the area are targeting San Diego’s lucrative corporate work, such as intellectual property, copyright and patent law, focused on protecting the proprietary science and technology and underlie San

Diego’s proliferation of wireless, software, biotechnology, and health science companies.

The schools in 92130 are a big draw for families. In 2013, the last time the state’s Academic Performance Index (API) was conducted out of the 437 public elementary schools in San Diego County, all of the elementary schools score near the top. The API is a numeric index ranging from a low of 200 to a high of 1000 that reflects a school’s performance level, based on the results of statewide testing. At the same time Carmel Valley Middle School ranked #1 and two of the four high schools were ranked in the top 10.

Residents are active and take advantage of the area’s open space to bike, skate, walk and run. The Carmel Valley Community Park offers a sport facility that includes playing fields, a swimming pool and a gym. The nearby popular and massive Bay Club offers its members aquatics, badminton, athletics, fitness, racquetball and squash, tennis, social events, spa, nutrition, child care and physical therapy.

Summer concerts are held in several locations in 92130. The famous Torrey Pines Golf Course and the Torrey Pines State Natural Reserve are close by, where you find one of two strands of the endangered Torrey Pine Tree. The Pacific Ocean is minutes away, so swimming, surfing, and beach activities are plentiful. There is excellent neighborhood shopping, and commuter train service is available from the Sorrento Valley station a couple of miles to the south or to the north in Solana Beach.

Many of the communities in 92130 include the levy of a special tax (Mello-Roos), which is usually added to the annual property tax bills over a 20-25 year period. When Prop. 13 passed in 1978, it limited the ability of local governments to use property taxes to construct public facilities and services. The Mello-Roos Community Facilities Act of 1982, authored by California congressmen Mello and Roos, enabled “Community Facilities Districts” to be established by local governments as a means of obtaining crucial community funding for schools, public roads, storm sewers and water mains, police and fire stations, ambulance services, public libraries, parks, museums and cultural facilities.

The earliest settlers were California Indians who left artifacts along th

e Carmel Creek bed. A Spanish soldier named the area Cordero, and early American settlers named other areas after themselves, such as McGonigle Canyon. The name Carmel Valley comes from the Carmelite Sisters of Mercy, who established a dairy farm and monastery in 1905. Although the area was known locally as Carmel Valley, in 1974 the area was given the institutional name North City West in the master plan. The core of Carmel Valley was formed by the City of San Diego in 1975. The name Carmel Valley was readopted in the early 1990’s. The first building stage started in
this area around 1983. The area between here and Rancho Pacifica is reserved for open space and no building or development is permitted.

CARMEL COUNTY HIGHLANDS – APPROX. 1503 HOMES

This master planned community of 800 acres and approximately 1293 homes. It overlooks open space, rolling hills and the lights of downtown San Diego. Many have ocean views. The first homes in this community were built in 1999; Carriage Run and Derby Hill were built as recently as 2007. The top-ranked elementary school in the county for the 2006-2007 school year, Sage Canyon, is located in this community.

CARMEL COUNTRY HIGHLANDS – THE MERGE

The development at the intersection of Carmel Mountain Road and Carmel Country Road in the Carmel Country Highlands area is finally in the building stages after years of stagnation and indecision. The overall development is called “THE MERGE” and the housing component has been named “CARMEL ROW”. The developer of this mixed-use complex is Gary Levitt, a long-time Carmel Valley resident and the builder is ColRich. The MERGE and CARMEL ROW will consist of the following components:

22 townhomes – 3 bedroom, 2 ½ bath, office
and a casita above a 2 car garage with full bath.
Units will be between 2595 square feet and
2718 square feet.
12 homes will have frontage on Carmel
Mountain Road and 10 homes will have frontage
to Dry Creek Road.

There will be approximately 16,290 square feet of office and 16,560 square feet of retail/restaurant with patios.
Underground parking will serve office and retail. A restaurant with a liquor license has been projected in the
overall plan.

Del Mar Messa – Neighborhoods      92130

DEL MAR MESAPROJECTED 688 HOMES WHEN BUILT OUT – APPROX. 626 BUILT AS OF 2015

Del Mar Mesa consists of approximately 2,000 acres, located south of Carmel Valley and east of Torrey Hills. The maximum number of dwelling units in the Master Plan is 688, so this will remain a low-density community with abundant open space. It is the home of the endangered gnatcatcher bird, which is why SR-56 was rerouted to avoid this region. It is a semi-rural community of estate-size homes. There are still vestiges of the horse ranches that once occupied this mesa. It is also home to The Grand Del Mar, a 249-room Manchester resort on 380 acres. Having the look of an old-world Mediterranean estate, there is a Tom Fazio-designed golf course, Addison Restaurant, 21,000 sq. ft. spa, luxury villas, and a Grand Ballroom. Very exclusive enclaves such as Duck Pond ranch are gated, and The Preserve is surrounded by open space with unobstructed 360 degree views.

PACIFIC HIGHLANDS RANCH – EXISTING HOMES JANUARY 2016 2,183 / 5,182 PROJECTED

Developed primarily by Pardee, Pacific Highlands Ranch encompasses 2,652 acres. The first homes were built in 2004 with project completion originally set for 2014. Much of the construction was halted during the economic decline starting around 2007. It is between 2-3 years behind schedule. State Route (SR) 56, connects I-15 and I-5 and traverses this community.

Conservation of the Multiple Habitat Preservation Area is the foundation for Pacific Highlands Ranch, preserving valuable open space and encouraging wildlife movement. The preservation area constitutes 1,275 acres (48%) of the community. Alternatives to the automobile will include transit services and numerous bicycle and pedestrian linkages.

The hub of Pacific Highlands Ranch is the Pacific Highlands Ranch Town Center which consists of 205 acres and serves as a mixed-use community center located between Carmel Valley Road and SR 56. The Town Center will include a Village Square, a 50-acre senior high school, a middle school, 5-acre community park, two single family housing projects, an apartment/condo project and office space, as well as a fire station.

family residences. Homes will be built on a minimum 10,000 SF lots, gated and should run in the $1.8 million price range. Models should be ready in June, 2016.

The focal point of the Town Center is the 33-acre Village which will be the residential, commercial, and civic core of Pacific Highlands Ranch. The Village at Pacific Highlands is an innovative mixed-use development in the center of Pacific Highlands Ranch.

1. THE VILLAGE encompasses the Village Center, The Finley Project, The Lin Project and KB Homes Project Village Center – The Village Square is the heart of the Village. It will consist of sidewalk dining, fireplace seating, interactive fountains surrounded by outdoor cafes and quaint shops. There will be 150,000 sq. ft. of retail developed by Coast Income Property and the architect is SGPA. The design is patterned after the Monterey style of Santa Barbara’s State Street Corridor. Both Townhomes and flats will come with two car garages.

2. SENIOR HIGH SCHOOL – Canyon Crest High School was built in 2004 and is part of the San Dieguito Union High School District. It has an enrollment of 2,000 students

It opened in the fall of 2015 with a class od 200-220 grade 7 students and will reach preliminary capacity in the fall of 2016 with both 7th and 8th graders. The school ultimately have 1000 students. Although located in 92130, Torrey Del Mar and Vicinity is part of a larger development called Torrey Highlands in the 92129 zip code. Residents attend the Poway School District. The most exclusive community in Torrey Del Mar and Vicinity is Fairbanks Highlands, a gated and beautifully landscaped community known for being safe and neighborly. Collins Ranch is also gated.

Torrey Del Mar and Vicinity is located on Carmel Valley Road equidistant between Interstate 5 and Interstate 15. It is sandwiched between three developments: Torrey Highlands (92129) to the east; and Pacific Highlands Ranch to the west; and Santaluz (92127) to the north. SR- 56 borders this area to the south.

Torrey Del Mar is located adjacent to a small shopping center on Carmel Valley Road. Torrey Del Mar also has a neighborhood park with a large green play area, concrete tables, and a lighted, covered jungle gym facility on a sandy playground.

Torrey Hills – Neighborhoods      92130

Torrey Hills is bordered on the north by SR-56 and Carmel Valley; on the northeast by Carmel Valley; on the south and southeast by the Los Penasquitos Canyon and Mira Mesa; and on the west by Interstate 5. Originally known as Sorrento Hills, the Torrey Hills community is fiercely protective. Residents succeeded atfighting fast food restaurants and a gas station within the community. The first homes were built in 1995 andthe community consists of 225 attached homes and 1586 detached homes. The community group helps to
regulate the use of the commercial and office space, located primarily on the west end. At the heart of the community is a neighborhood park, YMCA, and a very active recreational program for families.
